Lecroma — Shaping a resilient future
Demo seed — verify before use. This dashboard distinguishes between declared REZs, proposed or candidate REZs, access-rights projects, planning-portal projects, priority-list projects and offshore wind declared areas. Status does not imply final approval unless confirmed by the relevant authority.
Data currency: 2026-05-18 · 59 of 67 projects verified at confidence ≥ 70/100

Work with Lecroma

If the dashboard reframed something useful — let's talk

REZ Project Watch is the public, evidence-anchored version of how Lecroma sees regional infrastructure delivery. We use the same lens — delivery certainty, cumulative impact, regional value — when we work directly with councils, proponents, RDA bodies, investors and government agencies on live decisions.

Who we work with
Regional councils + Joint Organisations facing multiple proponents, overlapping construction windows, and competing capacity demands.
Renewable energy proponents who need a regional-development lens sitting alongside investor and grid-connection materials.
RDA bodies + economic development agencies coordinating local content, supplier registers and workforce strategy at REZ scale.
State agencies + government advisors sequencing determinations, access schemes and infrastructure investment against regional capacity.
Investors + financiers doing delivery-readiness diligence beyond IRR, PPA and grid-connection materials.
Community reference groups + advocacy bodies who need REZ-scale evidence to coordinate with proponents and councils as peers.
Four ways we engage
Shape 1
Half-day to two days

Decision briefing

A focused regional-intelligence briefing for a council OM, board, executive team or community reference group. We bring the evidence picture for your REZ, your project portfolio or your live decision — sourced and traceable — and walk through the implications.

Outcome · A briefed room and a written summary you can circulate.
Best fit · When you have a decision coming up and need shared evidence in the room.
Shape 2
Three to eight weeks

REZ cumulative-pressure assessment

A standalone assessment for one REZ or precinct. We pull together the project pipeline, the construction-window overlap, the workforce and accommodation demand against ABS baselines, the cross-sector competing pressures, the OSOM and roads exposure, and the benefit-sharing posture across proponents. Output: a written assessment with the same governance discipline as this dashboard.

Outcome · A defensible, sourced view your council, investment committee or community reference group can act on.
Best fit · When you suspect cumulative pressure is already shaping decisions but it isn't yet on paper.
Shape 3
Three to nine months

Shared Value Masterplan design

Designing a coordinated benefit-sharing architecture across multiple proponents in one REZ. Aligned with council Community Strategic Plans, RDA regional plans, Traditional Owner regional priorities and the Regional Energy Accord's emerging principles. We do the diligence, design and stakeholder coordination; the council or convening body owns the result.

Outcome · A signed Masterplan governance model, beneficiary structure and delivery accountability scaffolding.
Best fit · When fragmented benefit-sharing is starting to dilute regional value and the convening body wants to fix it before the pattern locks in.
Shape 4
Six to twenty-four months

Standing advisory retainer

Ongoing regional-intelligence support for a council, JO, RDA, agency or proponent navigating a multi-year REZ build-out. Monthly cadence: data refresh, decision-point watch, written notes on what's shifted, attendance at one to two coordination meetings per quarter. The dashboard you see here is essentially the public version of what an internal retainer produces.

Outcome · A consistent regional-development perspective sitting alongside your existing advisors, available between events not just at them.
Best fit · When the pace of decisions has overtaken the pace of internal capacity.
What we are
  • Independent — we don't represent any individual proponent's project
  • Source-disciplined — every claim traces back to a public record
  • Regional in framing — REZ and precinct, not project-by-project
  • Honest about uncertainty — unknowns shown as unknown, not imputed
  • Comfortable in council rooms, investor rooms and community rooms — same evidence, same posture
What we are not
  • Not a planning consultancy — we don't prepare EIS or DA documents
  • Not investment advice — we inform delivery-readiness diligence; we don't replace it
  • Not a campaign — we don't advocate for or against specific projects
  • Not a proponent representative — REZ scale is the unit of analysis, not any single project's interests
  • Not a data vendor — we sell judgement; the dashboard is the evidence that backs it
About
Lecroma — Shaping a resilient future
Greg Ley
Principal · Lecroma

Lecroma is an independent regional project intelligence advisory based in NSW. Greg's work focuses on the handover between project delivery and regional development — the seam where access rights become construction, where construction becomes community impact, and where impact becomes either regional value or regional grievance. The dashboard you've been reading is the public expression of that lens.

Start a conversation

Tell us what's on the agenda. We'll tell you whether we can help — or who can.

Most useful first message: "Here's the decision / REZ / project / portfolio we're working with, here's what we're trying to figure out, here's the timeline." No NDA needed for an exploratory note. If we're not the right people, we'll say so and where possible point you to who is.
